The bill would amend the Government Code by adding Section 493.0191 that would authorize the Texas Department of Criminal Justice (TDCJ) inspector general to issue administrative subpoenas for business records that disclose information about a communications carrier's or electronics service’s customers, or uses of the services offered by the carrier or service, and are material to a criminal investigation of a potential escape, violations involving prohibited substances and items within a TDCJ facility, per Section 38.11, Penal Code, or other offense involving inmates or the operations of the department. The bill would take effect September 1, 2007.
