The bill would amend the Government Code by allowing the Texas Department of Criminal Justice (TDCJ) inspector general to monitor in a variety of methods, the use of a cellular telephone by an inmate or state jail defendant, who is confined in a TDCJ facility or a facility under contract with TDCJ. The Texas Department of Criminal Justice has determined that the cost of implementing the bill would not be significant.
