HB467 by Pickett (Relating to an energy efficiency products pilot program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code by requiring the Public Utility Commission (PUC) to develop and implement a pilot program that requires an electric utility to establish a program that enables building owners and tenants to obtain and install energy efficiency products and to pay for the products through the use of a monthly energy services charge and requires at least one electric utility inside ERCOT and one electric utility outside ERCOT to establish the program. The bill would require the PUC to submit certain reports relating to the provisions of the bill to various state officials and entities and require the PUC to implement the provisions of the bill no later than January 1, 2008.

Based on the analysis of the PUC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or would otherwise take effect on September 1, 2007.
