LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 27, 2007

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB482 by Villarreal (Relating to the eligibility of certain educationally disadvantaged students to attend free prekindergarten classes.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would clarify the continued eligibility for public school prekindergarten programs of children under the conservatorship of the Department of Family and Protective Services who are adopted after enrolling in prekindergarten.   The Texas Education Agency indicates that sufficient data is not available to identify the number of prekindergarten students in conservatorship who are adopted after the beginning of the school year.  The Agency anticipates that the bill would have no significant fiscal implications for funding distributed under the Foundation School Program or the administrative operations of the Agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

Children in conservatorship of the Department of Family and Protective Services who are adopted after enrolling a public school prekindergarten program would retain their eligibility for the program.
