No significant fiscal implication to the State is anticipated.

The bill would authorize a municipality to contract with a county in which the municipality is located or with the Texas Department of Transportation (TxDOT) to provide information necessary for the county or TxDOT to deny registration of a motor vehicle if the owner of the vehicle has an unpaid fine for violating a municipal ordinance regulating the parking, standing, or stopping of a vehicle. A contract would be subject to the ability of the parties to provide or pay for the services required under the contract.

It is unknown how many municipalities would contract with TxDOT or for how many persons information would be submitted; however, TxDOT indicates that the agency would need to update its mainframe systems to allow for entering information received regarding denying registration; update its registration manual; and send notices to county tax assessor-collectors, law enforcement, financial institutions, vehicle dealers, dealer associations, and other interested partners. Based on TxDOT's analysis, it is assumed the costs could be absorbed within existing resources. In addition, there would be a loss of revenue for each registration denied; however, this analysis does not estimate the loss of revenue to the State Highway Fund.
