LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 22, 2007

TO:
Honorable Tom Craddick, Speaker of the House, House of Representatives

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB550 by Dukes (Relating to the eligibility of certain victims of family violence for unemployment compensation. ), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code relating to the eligibility of certain victims of family violence for unemployment compensation.  The Texas Workforce Commission (TWC) estimated an impact to the Unemployment Insurance Trust Fund would be approximately $1.9 million in FY 2008, $2.0 million in FY 2009, $2.1 million in FY 2010, $2.3 million in FY 2011, and $2.4 million in FY 2012, totaling $10.7 million for the five-year period.  Based on the analysis of TWC, duties and responsibilities associated with implementing the provisions of the bill could be accomplished utilizing existing resources.

The bill would take effect immediately upon receiving a two-thirds majority vote in each house.  If the bill does not receive a two-thirds vote in each house, the bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
