LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 15, 2007

TO:
Honorable Jerry Madden, Chair, House Committee on Corrections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB608 by Hodge (Relating to access to television by inmates confined by the Texas Department of Criminal Justice in death row segregation.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by requiring the Texas Department of Criminal Justice (TDCJ) to adopt a policy that provides an inmate confined in death row segregation the opportunity to purchase from the commissary a television for in-cell use and that specifies how the inmate may use the television. The bill further specifies that TDCJ’s commissary may offer for sale only a television model that does not pose a threat to the inmate’s health and safety. Proceeds from the sale of televisions to inmates confined in death row segregation shall be deposited in the general revenue fund.

The Texas Department of Criminal Justice has determined that the costs associated with implementing the bill would not be significant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
