LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 3, 2007

TO:
Honorable Wayne Smith, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB615 by Quintanilla (Relating to county reports on the use of the optional fee for the county road and bridge fund.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would add Section 502.115 to Subchapter C of Chapter 502, Transportation Code, to require the county commissioners court that imposes a county road and bridge fee to issue an annual report on the amount of money collected during the county's fiscal year and a detailed list of how that money was used. The commissioners court would be required to maintain the report in electronic and hard-copy formats readily available to the public at no cost. The new section would apply only to a county with a population of greater than 650,000 that is located within 50 miles of an international border.

Local Government Impact

Based on the 2000 U.S. Census, the bill would apply only to El Paso County.

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
