LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION
Revision 1

April 16, 2007

TO:
Honorable Leo Berman, Chair, House Committee on Elections

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB626 by King, Phil (Relating to the procedures for registering to vote and accepting a voter at a polling place.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require a voter to provide proof of US citizenship when registering to vote and would require the official voter registration application to be in the form of business reply mail (envelope), instead of a reply postcard.  It is anticipated that any additional costs for postage due to the implementation of this bill would be absorbed within existing resources.

Local Government Impact

Costs to elections administrators to implement the provisions of the bill would mostly involve adding workers on election days. However, since election workers are usually temporary employees hired for a limited period of time, these costs are not expected to be significant. Additional storage space would also be needed to maintain the documentation a voter provided when registering.
