LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

May 19, 2007

TO:
Honorable Jeff Wentworth, Chair, Senate Committee on Jurisprudence

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB670 by Strama (Relating to the enforcement of unpaid child support.), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would provide that the state retains jurisdiction to adjudicate the amount of arrears owed and to order a cumulative money judgment up to 20 years after the child becomes and adult or on which the child support obligation terminates under the child support order. In addition, if the state orders an individual to provide a current mailing address then the notice may be served by mailing a copy of the petition by first-class mail. It is anticipated that any additional costs associated with implementation of the bill could be absorbed within current resources.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise, the bill would take effect September 1, 2007.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
