No fiscal implication to units of local government is anticipated.
The bill shifts the time period for the observance of Celebrate Freedom Week in public schools from the week of November 11th to the week of September 17th. Federal law requires educational institutions receiving federal funds to hold an educational program about the United States Constitution on September 17th, Constitution Day. Some school districts may experience a modest cost savings by conducting activities to observe both Constitution Day and Celebrate Freedom Week within the same timeframe.
