No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require a motor vehicle lienholder to notify the Texas Department of Transportation (TxDOT) when a lien is discharged and require TxDOT to include a statement on the prescribed release of lien form that the owner will not receive a new certificate of title with reference to the lien removed unless the owner applies for a new certificate of title.

Based on the analysis of TxDOT, it is assumed any costs and responsibilities associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect on September 1, 2007.
