The bill would amend Chapter 107, Human Resources Code, to require the Executive Commissioner of Health and Human Services to adopt rules establishing minimum qualifications for employees or other authorized representatives of the Department of Family and Protective Services and licensed child-placing agencies who conduct social studies. It is assumed that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
