No significant fiscal implication to units of local government is anticipated.
The bill would appear to limit the types of school districts authorized to employ security personnel and commissioned peace officers to independent school districts. According to the Texas Education Agency, there are currently six common school districts and one municipal school district in the state. It is assumed for the purpose of this estimate that those entities would not be prohibited under the bill from contracting for security services and that the cost of contracted services would not differ significantly from any cost currently incurred for security services provided under employment contracts.
