LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 20, 2007

TO:
Honorable Wayne Smith, Chair, House Committee on County Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB831 by Raymond (Relating to the eligibility of certain counties to adopt a civil service system.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend Section 158.002, Local Government Code, by lowering from 200,000 to 190,000 or more the population size of a county to be eligible to adopt a civil service system under Subchapter A or by the operation of Subchapter B of Chapter 158. Based on the 2000 U.S. Census, the proposed change in population criteria would add only Webb County to those counties eligible for participation under Chapter 158.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
