No significant fiscal implication to units of local government is anticipated.
This bill would require school districts and local law enforcement agencies that employ school resource officers, school peace officers, and school security personnel to make available to officers a training program related to student restraint and time-out procedures for students with disabilities. Current law requires school districts to provide training specified by commissioner of education rules to staff who may have interaction with special education students. The Texas Education Agency indicates that online training modules are available free of charge that meet significant portions of the training currently required under commissioner's rules.
