No significant fiscal implication to the State is anticipated.

Assuming that the training program currently adopted by the Commissioner of Education under §37.0021, Education Code could be adopted to meet the requirements of this bill, fiscal impact would be limited to costs associated with assignment of a course reporting number, compliance review of training records, and programming required to revise and maintain reporting systems.  If the existing training system established under the Education Code could not be used to meet the bill's requirements state costs of $78,259 would be anticipated in fiscal year 2008, with costs of $7,265 in each subsequent fiscal year.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.

This bill would require school districts and local law enforcement agencies that employ school resource officers, school peace officers, and school security personnel to provide training related to student restraint and time-out procedures for students with disabilities.  Current law requires school districts to provide training specified by commissioner of education rules to staff who may have interaction with special education students.  The Texas Education Agency indicates that online training modules are available free of charge that meet significant portions of the training currently required under commissioner's rules.
