The bill would allow the State Board for Educator Certification (SBEC) to issue a temporary principal, assistant principal, or superintendent certificate provided the candidate holds a baccalaureate or advanced degree, has significant management experience as determined by the employing school district's board of trustees, and passes the appropriate certification examination. The temporary certificate would be valid for three years, would be nonrenewable, and would not be transferable to employment in another district. The bill would qualify a holder of a temporary certificate issued under the provisions of the bill to a standard certificate if the employing school district employs the person for three years and recommends the person for a standard certificate based on a performance review.
The employing school district of an individual holding a temporary certificate as authorized by the bill would be required to provide mentoring support and professional development.
The bill would require that SBEC propose rules governing the approval and accountability of advanced management training programs required under the provisions of the bill.
