No significant fiscal implication to the State is anticipated.

The bill would create the Criminal Justice Legislative Oversight Council which would provide objective research, analysis and recommendations to help guide state criminal justice policies.  The Council would consist of six members, including the chair of the Senate Committee on Criminal Justice, the chair of the House Committee on Corrections, two members of the Senate appointed by the Lieutenant Governor and two members of the House appointed by the Speaker of the House of Representatives. 

The Criminal Justice Legislative Oversight Council would examine and assess the cost-effectiveness of, identify critical problems and determine long range needs of the criminal justice system.  In addition the Council would be required to report to the legislature, no later than January 1 of each odd-numbered year, strategies to solve problems in the criminal justice system, and develop policies to address the long term needs of the system.  The Council would advise and assist the legislature in developing plans, programs, and proposed legislation to improve the effectiveness of the criminal justice system.  The bill would take effect September 1, 2007.

It is anticipated that the Council would need one full-time-equivalent position to oversee the duties of the Council and would need approximately $75,000 to $100,000 per year for contracts.
