No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to define a member of the Kickapoo Traditional Tribe of Texas as a resident for hunting license purposes and would allow members holding a hunting license to hunt antlerless deer at any time of year under certain conditions.

According to the Texas Parks and Wildlife Department, there are currently 470 enrolled members of the Kickapoo Tribe, and 400 are Texas residents.  To the extent that some members who wish to hunt do not meet residency status, the estimated loss in revenue to the General Revenue-Dedicated Game, Fish and Water Safety Account No. 9 is not anticipated to be significant.  (Current nonresident hunting license $300 less current resident hunting license $23 = $277 [x] at most 70 nonresident members of the Kickapoo Tribe wishing to hunt = $19,390 each year).  The bill would take immediate effect with a two-thirds vote of all members; otherwise, it would take effect September 1, 2007.
