No fiscal implication to the State is anticipated.

The bill would adopt energy efficiency and conservation standards for the design, construction, and renovation of public school instructional facilities.  The Commissioner of Education and the State Energy Conservation Office would be required to adopt rules to implement the provisions of the bill, but this adoption is not estimated to have a fiscal impact to the state.

Local Government Impact

The Texas Education Agency estimates that, at the highest levels of compliance, school districts potentially could see a cost increase of 5-10% in their instructional facilities construction projects due to the provisions of the bill.  Over the course of several years, the cost incurred from the use of sustainable products and energy efficient systems may eventually be recovered through energy cost savings.
