LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 20, 2007

TO:
Honorable Phil King, Chair, House Committee on Regulated Industries

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1013 by Chisum (Relating to crediting electricity sold to manufacture recycled products toward this state's goal for renewable energy.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Utilities Code to authorize retail electric providers, municipally-owned utilities, or electric cooperatives to get credit towards satisfying their requirement to purchase renewable energy through electricity sold under an uninterruptible contract to a facility used to manufacture a recycled product.

Based on the analysis of Public Utility Commission, it is assumed that costs associated with the bill could be absorbed within current resources.

This bill would take effect immediately upon receiving a vote of two-thirds of all members elected to each house or would otherwise take effect on September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
