LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 15, 2007

TO:
Honorable Robert Puente, Chair, House Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1033 by Puente (Relating to the threshold amount at which certain water districts are required to solicit competitive bids before awarding certain contracts.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would increase the threshold amounts for construction contracts as those amounts relate to requirements certain water districts must follow in soliciting bids. The requirement to advertise the letting of the contract by publising notice in one or more newspapers for three consecutive weeks would be reduced to two consecutive weeks.

The bill would also authorize the board of a district created by special law to contract for the construction and repair and renovation of district facilities and for the purchase of equipment, materials, machinery, and all things that constitute or would constitute the plant, works, facilities, or improvements of the district under the same threshold amounts established for general law districts notwithstanding any conflict with the district's special law.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
