HB1044 by Dutton (Relating to the delivery of voter registration certificates.), As Passed 2nd House

No fiscal implication to the State is anticipated.

The bill would amend the Election Code to require a voter registrar to deliver to an applicant within 30 days of receipt of an application an original of an initial registration certificate, a replacement certificate, or a corrected certificate. Under current statute, a specific number of days for delivering certificates is not indicated.

The bill would also add Section 31.0921 to the Election Code to require a water improvement district located in El Paso County to contract for the county election officer to perform for the district all of the corresponding duties and functions that the officer performs in connection with a countywide election. The district would be required to pay the county for election expenses under the contract.


Local Government Impact

No significant fiscal implication to units of local government is anticipated regarding the number of days for delivering an initial registration certificate.

Because the added Section 31.0921 would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
