LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 28, 2007

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1049 by Phillips (Relating to the automatic suspension of the driver's license of certain persons convicted of the offense of manslaughter.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code as it relates to the automatic suspension of the driver's license of certain persons convicted of the offense of manslaughter. The bill would also amend Transportation Code, Section 521.341 which would require a driver's license to be automatically suspended on final conviction for manslaughter if the license holder used a motor vehicle in the commission of the offense. The bill would take effect on September 1, 2007.

The Department of Public Safety (DPS) determined that the cost of implementing the provisions of the bill would not be significant. DPS estimated a need for $55,000 in professional service fees in additional driver license system programming changes in fiscal year 2008 in order to implement the required changes of the bill. It is assumed that these costs can be absorbed within the agency’s current appropriations.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
