No significant fiscal implication to the State is anticipated.

The bill would require that a veteran as defined by 38 U.S.C. Section 101 (2) who either have a service-connected disability as defined by 38 U.S.C. Section 101 (16) or have received the Purple Heart be considered an "economically disadvantaged person" in determining whether a business is a historically underutilized business for purposes of state contracting.
