HB1170 by Flynn (Relating to the regulation and limitation of liability of persons engaged in certain liquefied petroleum gas-related activities, including requirements concerning consumer safety notification. ), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require a person holding a license to install or repair an Liquid Propane Gas (LPG) system who sells, installs, or repairs an LPG system, piping or other equipment that is part of a system, or an appliance that is connected or attached to a system to provide a warning notice to the purchaser or owner of the system, piping or other equipment, or appliance.

The bill would also limitation of liability to include the modification of an LPG system that a licensee delivered for installation but did not install or service. 
 
The Railroad Commission would have authority to enforce the provisions of the bill. However, the agency reports that it might be difficult to do so, because the LPG system, piping, and appliances required to have warning signs are likely to be located in homes or businesses where the agency does not have statutory authority to enter and inspect.

Additional workload for the Railroad Commission resulting from the bill's passage is not expected to be significant.
