FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 29, 2007

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1230 by Rodriguez (Relating to services provided to youth with disabilities transitioning from school-oriented living to post-schooling activities, services for adults, and community living.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill requires the executive commissioner of the Health and Human Services Commission (HHSC) to monitor programs and services offered through health and human services agencies designed to assist youth with disabilities to transition from school-oriented living to post-schooling activities, services for adults, or community living. The executive commissioner must also establish a work group to create and implement a plan to ensure that a transitioning youth has choices about work and career and has the opportunity to seek individualized competitive employment in the community, to improve collaboration between state agencies and community and local service providers to maximize supported employment resources, and to increase the quality and quantity of available supported employment opportunities.

The bill requires the Department of Assistive and Rehabilitative Services (DARS) to establish and require employee participation in a specialized training program for certain employees whose duties involve assisting youth with disabilities to transition to post-schooling activities, services for adults, or community living.

Both HHSC and DARS indicate any additional costs would be minimal and could be absorbed within available resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
