The provisions of the bill would allow governing boards of institutions of higher education to require its respective student health center to provide health care services to students that are covered by their insurance health care insurance plan. It would also allow the institution to contract with the health benefit plan issuer on behalf of the student within the geographic service area of the benefit plan to provide health care services.
Based on the services the institutions' governing board authorizes to provide, it is anticipated any costs incurred would be covered by fees or reimbursed by insurance providers at various levels. Currently, various institutions are billing insurance providers for services rendered to students without changing any additional amounts above the plan structure to the student.
The provisions of the bill would also require each institution whose board requires their student health center to provide student health care services report to the legislature the various source of income by January 15th each year.
The bill takes effect September 1, 2007.
