No significant fiscal implication to the State is anticipated.

The bill would authorize the Texas Commission on Environmental Quality (TCEQ) to renew a preconstruction permit when a permit amendment that requires public notice is submitted to the TCEQ no more than three years before the date of permit expiration if the applicant does not object to having the permit subjected to review at that time, rather than requiring the renewal when the 10 year permit cycle is complete. According to the TCEQ, adjusting the renewal schedule to coincide with an amendment, under the specified circumstances, will make more efficient use of agency resources without reducing the opportunity for public input. Any administrative impacts to the agency would be minimal.
