No significant fiscal implication to the State is anticipated.

The bill would correct the minimum periods specified for nitrous oxide allocation allowance adjustments and changes to incorporating the federal Clean Air Interstate Rule and the Clean Air Mercury Rule from seven periods to nine by shifting the allocation update from 2016 to 2018.  This would allow Texas to meet State Implementation Plan requirements. The bill is not expected to result in any significant administrative costs.

No fiscal implication to units of local government is anticipated.
