LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 11, 2007

TO:
Honorable Kip Averitt, Chair, Senate Committee on Natural Resources

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1311 by Bonnen (Relating to requiring certain municipalities to disannex land owned by a navigation district.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would require a municipality with a population of less than 30,000 that borders the Gulf of Mexico that annexed land owned by a navigation district without the district's consent and before the effective date of the bill to disannex the land by January 1, 2008, unless the district sends written notice to the municipality that the district elects that the land not be disannexed.

Local Government Impact

Because the bill would not have statewide impact on units of local government of the same type or class, no comment from this office is required by the rules of the House/Senate as to its probable fiscal implication on units of local government.
