HB1385 by Villarreal (Relating to the regulation of and licensing exemptions for certain child-care facilities.), As Engrossed

No significant fiscal implication to the State is anticipated.

Section 1 of the bill would amend the exemption for certain education facilities by reducing the minimum age for children from five to four and by adding preschools to the programs offered. The bill would also amend the exemption to certain facilities to include those accredited by an accreditation body that is a member of the Texas Private School Accreditation Commission. Section 1 of the bill would specify that certain exemptions would apply only to an educational facility that operates in a county with a population of less than 25,000. Section 2 of the bill would amend the Human Resources Code by adding a subchapter relating to the regulation of employer-based day-care facilities. It would require DFPS to develop a procedure for the issuance of permits to employer-based day-care facilities. DFPS estimates there would be a minimal cost associated with implementing the provisions of Section 2.

The bill would take effect on September 1, 2007.
