No significant fiscal implication to the State is anticipated.

The bill would make changes to the structure, powers, and duties of the State Board of Education (SBOE) and the powers and duties of the commissioner of education. 

The bill would allow the SBOE to employ staff.  There is not currently an appropriation structure in place for the SBOE, and the bill does not specify the duties for which staff would be responsible.  Costs associated with this provision cannot be fully estimated.  One new full-time equivalent (FTE) position added to the state payroll at a $40,000 salary is estimated to cost between $60,000-65,000 in the first year of employment, including the cost of office furniture and materials.  Ongoing costs may be slightly lower, depending on duties and responsibilities. 

The bill would make the 15-member SBOE eligible for the group benefits program provided by the Employees Retirement System (ERS).  There would be some administrative costs associated with this provision; but ERS estimates that they would not be significant.

No fiscal implication to units of local government is anticipated.
