No significant fiscal implication to the State is anticipated.

The provisions of the bill expands the Emergency Medical Dispatch Resource Center pilot authorized by Senate Bill 523 of the 79th Legislature to establish a permanent program utilizing emergency medical dispatchers in a resource center to provide life-saving and other emergency medical instructions to persons who need guidance while awaiting the arrival of emergency medical personnel, particularly in areas with prolonged emergency response time.

 

It is assumed the program will be phased in, with emergency medical dispatcher seats expanded as funding allows, to address expanding participation. The provisions of the bill authorizes other state funds for the program to support the activity proposed, including grants and fees. 

 

Currently, The University of Texas Medical Branch is appropriated $150,000 for the 2006-07 bienniem for this program. The University of Texas System estimates there would be a minimal cost associated with implementing the provisions of the bill.

 

The bill would take effect September 1, 2007.
