LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 15, 2007

TO:
Honorable Bill Callegari, Chair, House Committee on Government Reform

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1415 by Leibowitz (Relating to crediting public schools for the value of electricity generated by solar panels on public school building rooftops.), As Introduced

No significant fiscal implication to the State is anticipated.

This bill would amend the Utilities Code to require the Public Utility Commission (PUC), by rule, to require that credits for certain electricity production reflect the value of the electricity at the time of day that it is made available for sale to the electric transmission grid and distribution center.

Based on the analysis of the PUC, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
