No fiscal implication to the State is anticipated.

Beginning in fiscal year 2008, for districts with enrollment of at least 5,000 students, the bill would prohibit students in grade 7 or higher in subjects for which they take an assessment and students in grades Kindergarten through 6 from being assigned for two consecutive school years to a teacher who has less than one year of teaching experience and does not hold the appropriate certificate issued by the State Board for Educator Certification unless a parent or guardian and school administrator agree to allow the assignment.   The commissioner of education would be authorized to waive the requirement if warranted by extreme circumstances in the district.

Local Government Impact

To the extent that school districts would need to hire additional teachers or more experienced teachers under the provisions of the bill, additional local cost could be incurred.
