The bill would amend the Code of Criminal Procedure relating to the manner in which certain state officials request and receive notice of the residence of certain sex offenders.
The bill would add the Code of Criminal Procedure, Article 62.0052, Electronic Mail Reports for State Legislators, which would require the Department of Public Safety (DPS) to maintain an electronic mail reporting service that allows a State Representatives or Senators to electronically subscribe and to request by zip code notification of the release from a penal institution or placement on deferred adjudication community supervision, community supervision, or juvenile probation of a person who expects to reside or resides in that zip code and is required to register as a sex offender. The bill states that State Representatives or Senators shall be notified if the person changes addresses and is expected to or currently resides in the member's zip code. The bill states that the electronic report must be delivered at least monthly and DPS must include any public information within the report. The bill would take effect on September 1, 2007.
DPS has determined that the cost of implementing the provisions of the bill would not be significant. The requirements of the bill are in development with the ongoing modifications of the sex offender registration database. It is assumed that these costs can be absorbed within the agency’s current appropriations.
