Fiscal Analysis

The bill would amend the Code of Criminal Procedure relating to the contents of the sex offender registration form.

The bill would amend the Code of Criminal Procedure, Article 62.051(c) which would add new requirements to the sex offender registration form including each alias, assumed name, nickname, or pseudonym, including a screen name, used by the person.  The bill would also require the registrant to provide a description and the uniform resource locator (URL) address of any Internet website the person views or intends to view more than once daily. The bill would take effect on September 1, 2007.


Methodology

The Department of Public Safety (DPS) estimates that the number of sex offender registration forms that will need to be reprinted is 500,000 at a cost of $.52 per form totaling $260,000 in copy fees in 2008. DPS currently distributes the sex offender registration forms to 11,832 state and local agencies at a cost of $4.50 per package totaling $53,244 in postage fees in 2008.


Technology

DPS states the technology costs estimated to comply with the bill's new requirements on the sex offender registration form include a one-time cost of $12,000 (120 hours of programming x $100 per hour) in State Highway Fund 6 in fiscal year 2008 for program changes to sex offender registration database.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.
