FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

February 27, 2007

TO:
Honorable Joe Deshotel, Chair, House Committee on Economic Development

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1490 by Woolley (Relating to initial claims under the unemployment compensation system.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code relating to initial claims under the unemployment compensation system.  The Texas Workforce Commission (TWC) estimates a savings to the Unemployment Insurance Trust Fund of approximately $112.0 million due to an estimated decrease of 5,738 for claims no longer being paid over a five year period.  Based on the analysis of TWC, it is also assumed that any duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

This bill would take effect September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
