LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 19, 2007

TO:
Honorable Mike Krusee, Chair, House Committee on Transportation

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1499 by Martinez Fischer (Relating to the speed limits on a highway adjacent to a park or recreational area.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code relating to the speed limits on a highway adjacent to a park or recreational area. The bill would set a maximum 20 mph speed limit for any such highways.  The bill would take effect September 1, 2007.

Based on information provided by the Texas Department of Transportation (TxDOT), the costs from the State Highway Fund would range from $769,360 to erect two new speed limit signs at each of the approximately 815 state park sites adjacent to state highways to approximately $8.5 million, depending on the number of sites that would be considered "recreational areas" under the provisions of the bill. It is assumed that TxDOT would reallocate funding from other transportation projects to accommodate any costs associated with implementing the provisions of the bill, and the bill would not result in a significant fiscal implication to the State.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
