LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 13, 2007

TO:
Honorable Geanie Morrison, Chair, House Committee on Higher Education

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1520 by Coleman (Relating to student fees at Texas Southern University.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would increase the maximum allowable fees the board of regents of Texas Southern University could levy and collect during each semester of the regular term for the university's student center, recreational facility and medical services. It would also allow the board of regents of Texas Southern University to levy and collect fees for shuttle service, intercollegiate athletics, and parking facilities.

The amount of revenue generated by the authorized fee increases and new fees, locally assessed by the university, would depend on the fee amount assessed by the universities and could increase with enrollment growth. Texas Southern University estimates that if these six fees were charged at their maximums, they would generate approximately $8.7 million dollars in new revenue annually.

Local Government Impact

No fiscal implication to units of local government is anticipated.
