LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

March 16, 2007

TO:
Honorable David Swinford, Chair, House Committee on State Affairs

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1531 by Flores (Relating to the use of certain materials in residential construction.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Property Code to require the Texas Residential Construction Commission (TRCC) to adopt rules, on or before November 1, 2007,  to include in its building and performance standards a prohibition of the use of nongraded rebar in all residential construction in Texas.

Based on the analysis of TRCC, it is assumed that any costs or duties associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect on September 1, 2007.

Local Government Impact

No fiscal implication to units of local government is anticipated.
