LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 80TH LEGISLATIVE REGULAR SESSION

April 23, 2007

TO:
Honorable Harvey Hilderbran, Chair, House Committee on Culture, Recreation, & Tourism

FROM:
John S. O'Brien, Director, Legislative Budget Board

IN RE:
HB1653 by Smith, Wayne (Relating to the historical advisory board of the San Jacinto Battleground.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Parks and Wildlife Code to revise the name of the San Jacinto Historical Advisory Board and to change and expand the composition of the board. The bill would provide that board members are entitled to reimbursement for actual expenses incurred in performance of official board duties. According to TPWD, the agency may incur expenses of up to $3,696 per year based on the assumptions that (1) there would be four meetings per year (4 meetings x  9 members x $36 per diem/member = $1,296); (2) at least five of the members would require overnight lodging (4 meetings x 5 members x $85/night = $1,700); and (3) members would incur other actual expenses totaling $700/yr.  (Total annual cost: $1,296 + $1,700 + $700 = $3,696.)  This estimate assumes TPWD could absorb the expenses within existing resources. The bill would take effect September 1, 2007.
