Fiscal Analysis

The bill would require ethics training for members and members-elect of the legislature be delivered through a variety of means, including seminars, digital versatile discs (DVDs), transmission over the internet, or in another appropriate electronic manner.


Methodology

The Ethics Commission indicates that implementation of the bill would necessitate a contract with a vendor to provide a one hour training DVD and a three hour training DVD at an approximate cost of $100,000 in the first year of each biennium. In addition, the requirement to provide on-line training and information would necessitate an additional server and related software totaling $15,000 in the first year and $5,000 in related software expenses for each remaining year. In addition, that agency indicates that additional costs associated with postage for mailing training material, notices of trainings, and additional forms would necessitate an additional $3,164 each year.


Technology

Technology costs associated with implementation of the bill would be $15,000 for a server and related software in the first year and $5,000 in related software expenses for each remaining year.


Local Government Impact

No fiscal implication to units of local government is anticipated.
