Fiscal Analysis
The bill would require ethics training for members and members-elect of the legislature be delivered through a variety of means, including seminars, digital versatile discs (DVDs), transmission over the internet, or in another appropriate electronic manner.
Methodology
The Ethics Commission indicates that implementation of the bill would necessitate a contract with a vendor to provide training DVDs and periodic updating of the agency website related to on-line training information, additional legal services related to reviewing ethics training material, and additional costs associated with postage for mailing training material. The agency indicates that the cost associated with these provisions would be $43,075 in General Revenue in fiscal year 2008 and $4,679 in fiscal year 2009.
