HB1736 by Kuempel (Relating to the authority of municipalities to adopt zoning regulations for impervious cover and floor to area ratio on lots. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize a municipality when adopting zoning regulations, to regulate the amount of impervious cover allowed on a lot and the limits on the floor to area ratio of the lot, in addition to those items the municipality is already authorized to regulate. In the case of residential construction, certain limitations would be placed on a municipality's regulatory authority.

Proposed changes to statute would apply to any zoning regulation adopted on or after January 1, 2006. The bill would take effect immediately if it were to receive the required two-thirds vote in each house; otherwise, it would take effect September 1, 2007.
