No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to include traffic signals, police substations, fire stations, public libraries, and parks as capital improvements for which impact fees may be used. The bill would also require a political subdivision to exempt certain nonprofit organizations from the imposition of an impact fee for those specific capital improvements.
