No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission to develop a coordinated strategic plan for information resources management that is consistent with the state strategic plan for information resources developed by the Department of Information Resources. 

The bill would require additional components to the DIR Performance Report including a description of the status, progress, benefits, and efficiency gains of the TexasOnline project, including any significant issues regarding contract performance. 

The bill would require DIR, in coordination with the Legislative Budget Board, the Texas Building and Procurement Commission, and the comptroller, to prepare an Automated Information Systems Report including analysis on agencies ability to synchronize strategic planning, budgeting, reporting of technology expenditures, assets, projects, and data-sharing methods that improve the ability of oversight agencies to share relevant technology information The bill would require that DIR submit this report to the governor, lieutenant governor, speaker of the house of representatives, and state auditor no later than December 31 of each odd-numbered year. 

The bill would modify agencies' information resources strategic plan requirements. 

The bill would require agencies to submit an information resources deployment review no later than December 1 of each odd-numbered year which would include an inventory of the agency's major information systems, major databases and applications; and a description of the agency's existing and planned telecommunications network configuration.  

The bill would allow any member of the Quality Assurance Team to report non-compliance of state agency's information deployment to the governor or legislature. 

The bill would require DIR to specify hardware configurations for state commodity items in the instructions for the preparation of the planned procurement schedule.
