No significant fiscal implication to the State is anticipated.

The bill would allow the Department of Information Resources (DIR) to exempt a state agency from using Texas Online.  

The bill would require state agencies to report to the Quality Assurance Team after a major information resources project has been completed, whether the project met the agency's objectives.  The Quality Assurance Team includes the State Auditor, Legislative Budget Board, and DIR. 

The bill would require DIR to develop project management practices for major information resources projects.  The bill would also require all information resources projects be managed using project management practices established by rule that take into account varying levels of project size and complexity by DIR. The bill would require DIR to consult with state agencies and accommodate existing project management practices of state agencies in developing project management practices.
